It's a better deal for the Right Coast than the Left on account of the rarely-invoked Vanagon Shelf Embargo which was enacted as part of the comprehensive set of reforms put into place by the Senate under the leadership of Sen. Thomas J. Walsh in 1925 after investigation into the conspiracy which was later to be known as the Teapot Dome scandal.
