Trailer tires are sized for the load their trailer is rated for. If the tires are small, so is the maximum load on the trailer.

I've two trailers. One has 13" steel wheels, and the other 15" alloys. The tires are trailer specific tires 185/80 13, and 205/75R15.

With that said, if you cared to research this, you will also find out that trailers are mandated to have tires rated for trailer use, and those ratings are different than tires used by cars. In fact, many trailers actually have bias ply tires, not radial tires. Yes, there are tires that are SPECIFICALLY rated for use ONLY on trailers (use on vehicles is prohibited).
