If you are talking about brake rotors then those are bearing races. There is one inner and one outer race. You certainly can DIY with a proper steel punch and a hammer to drive them out. Those bearing races are incredibly hard. It won't leave a slight dent after getting dozens of blows. Installing can be done with the same punch and hammer too. I have done it for at least 3 set of rotors this way. But you sure can have a brake shop do it for you at some cost.
