You don't mention the year of your Vanagon, (don't forget to mention the year! --- :^), or more importantly the model of fridge, but even though there is power at the fuse, it may not be getting to the 12V heater element.

Check the wiring from fuse to fridge plug. If there is power to plug, likely the fridge relay is ok as it is PRE fuse. But, on the earlier models, (80-81 IIRC) the fridge relay is located on the fridge itself and is POST fuse. So fuse could be fine, but relay could be at fault. On later models this relay is under the drivers seat in aux battery area. (yes you need to remove the drivers seat --- :^)

One other thing to remember is that the PO could have done any number of things to wire up an aux battery (if present) or other wiring mayhem that could cause problems. Check associated wiring before pulling the fridge.

Basically if there is 12V getting to the plug that connects to the fridge, you *likely* have to pull the fridge to check the wiring/switch etc. on it.
