They rust solid. I had this problem.

Pop the drums off, spray them liberally with PB Blaster, and try to work them back and forth (Tightening and loosening). If you get it moving, but only just..... loosen them up and pull them out (Spread your shoes with some creative torque devices). Adjuster in hand, more PB blaster and working it and working it.... Then you slap them back on, and hope you can successfully figure out the proper direction for adjusting on the first try.

If you get new ones, you don't get to have all the fun of trying to fix a part, thats probably cheap to replace. Where's the fun in that?
