Many years back when I used to "commute" through the hot valleys of British Columbia in a Triumph GT6 (toaster oven on wheels) I would soak a folded paper towel and lay it across my forehead. The wetness made it stick (until it needed replenishing) and the evaporative cooling (with the windows open) kept my head cool and alert. Cheap as borscht and very effective.
