So...the system is getting a constant "lean" signal from the sensor
input so it's richening the mixture as much as it can.  If I recall
correctly, lean (oxygen on both sides of the cell) should give 0
volts, so I'd look for where the lead is shorted to ground or to the
heater minus lead.
