This is a very common problem with Vanagon speedometers and really the
only way I have found to fix it is to get the speedo rebuilt by someone
who knows what they are doing.  I have rebuilt ones for $150.  You can
send me your old one and I can have it rebuilt (keep your mileage) or I
can send you one that is zeroed out.  I have tried to "fix" these and
they just keep breaking after a few miles down the road.
