Seems to me you need to get into it deeper. what jumps into my mind is wondering about the tiny pins on each wheel that catch the next pin or wheel after one turn.... that they are out of position somehow, or a shaft ''bearing hole' in the body of the speedo is worn, something like that.

I bench test them by running them with a reversable drill......I get some small screwdriver shaft or screw or whatever, grind it square so it can drive......put in 'counterclickwise' direction.........it'll usually do about 30 mph that way...... then you can watch what it does and try to catch it messing up.
