A common failure point for this is the spring-loaded contacts that are in there for when you lift on the lever. After years of arcing, the surfaces get crudded up, and no longer make electrical contact.

Look carefully into the side of the switch, and locate those points. They can be seen, and as you lift the lever, the correct set will be easy to tell. Take a strip of fine sandpaper, and fish it thru the gap. Then, lift the lever, and move the sandpaper. After a couple of pulss bak and forth, flip the paper over, and do the other face of the contacts. A few swipes is all it should take.

I found this cure AFTER I had bought a replacement wiper switch, while I was fooling around with - I mean investigating and researching - the one I had removed. Every couple of years, I give the faces another swipe or two, to keep them clean and working.
