There two possibilities I can think of. One is the clutch not releasing
completely or at all, and two is internal trans issues.
... and they've verified that the clutch releases when they're parked? You
didn't mention it. Put it in 1st gear on a slight decline with parking
brake off, push in the clutch pedal and see if she rolls. I'd check to see
if the clutch release arm at the transmission moves when they depress the
clutch pedal. I'd notice how much it moves. It is possible that the clutch
does not release completely.
Did it behave the same with the old clutch/rebuilt trans? If yes... and the
clutch releases completely, then I'd look at synchros. If the synchros are
shot for some reason, then with or without a clutch, you still have to match
engine RPM and double clutch.
