Clean jet by flushing with alcohol several times and blowing dry. Take jet to local high school bio lab and use a stereo dissecting microscope to examine it before/after cleaning. Around 40X... See if a listmember can lend you a known-good jet to try... Pipe around the thermostat to run direct, see if it cools that way... Bus Boys has jets for ~$80 (!!)

I *surmise* that the outlet pressure from the thermostat should be the same 11"WC as the inlet, i.e. that the orifice is the sole limiting factor. But I'm not prepared to swear it. Quite.
