Subject:      Soft brake pedal, booster?

I need some advice on my soft brakes. 89 A/T Westy. The pedal on this van has NEVER felt as firm as any of my others. This spring I replaced the MC, front calipers, pads, rear drums, cylinders, and shoes. I bled the snot out of it. Adjusted the rears correctly. It still feels the same, too much pedal travel. My booster holds vacuum. Pumping doesn't help much. Could the rod linking it to the pedal be out of adjustment? What does a bad booser feel like? I'm stumped and getting a little down over this. I've done quite a bit of Vanagon brake work so I'm confident of the work I've done so far. TIA
