I am used to only haing to consider that in the winter months. D'oh! Good thought, too. Follow the K.I.S.S. principle. And maybe Occam's Razor. But always keep in mind that Murphy is King. Espescially were Vanagons are concerned...

There are a couple of things to try, for trouble-shooting.
The first item, you already checked - there is actually fluid in the tank!
(it happens....!)
Next, does the pump run when you lift on the lever? It does make some noise,
and if you leave the engine off, and listen for it, it will be obvious. If you
do not hear it, there are a couple of things that may be the problem. A fuse is
one, but not likely, if the wipers are functional. It may be the pump has locked
up over its stretch of inactivity. Or the momentary contacts in the switch (on
the steering column) have gotten crudded up, and don't send any power to
the pump anymore. Can you do any mechanical work yourself? If you can, check to
see if power is getting to the pump. You will need a helper, but it is easy to
do. Pull the connector off of the pump, whick is tucked up on top of the tank,
under the driver's floorboards, and put a test light in that connector. It
should light when the lever is lifted.
