Allan, Those screws are all that holds that panel on, BUT the black gasket keeps the whole panel from moving much. Try pulling the panel out slightly from the bottom to open the gasket's groove a bit then lift up from each end back and forth repeatedly. A rubber mallet from the bottom may be necessary to break it loose. First time's a bear.
