First, remove the "hold on" bolts that attach the drum to the hub (you
probably already have). Spray your favorite penetrating oil at the
obvious points on the drum (Kroil is mine). Loosen the wheel bolts
enough so they're "sloppy," but not so much that the wheels will fall
off. Go forward at about 10 mph and pull up hard on the ebrake. Go
backwards about 10 mph and pull up hard on the ebrake.

Pulling the ebrake causes the drum to try to stop. The tire/wheel/hub
(connected through the bolts) will try to keep going.

The ebrakes tend to be rather weak, though. If it doesn't work, try the
regular brake. The problem with that is that most of the braking comes
from the front.
