If doing what your doing gets the engine RPM back to normal then the throttle linkage is sticking somewhere along it's route. Check the cable. Check the throttle body. The butterfly in the throttle body wears itself a groove into the throat of the body. I just posted a message about this the other day. I rebuild those throttle bodies so that they will not do that little trick again.
