Thomas, suggest you use the ohmmeter at a low range to measure continuity from the cord to the heater terminal, with the fridge turned on (but not plugged in, of course) and thermostat midrange. You should see approximately zero ohms. If you don't, work from the ends toward the middle to find where the connection is broken. Likewise on the return path from the other heater terminal back out the cord.

For the heater itself, the resistance should be less than 140 ohms, possibly a good deal less (the element will have lower resistance when it's cold than when at working temperature).
