I recently (May) had my 84 GL smog tested at a Test-Only station down the street and they didn't even bother with pressure-testing the Evap System. Their reason was that they were very much aware of the Vanagon's shortcomings regarding this area, so they just automatically pass it without checking. On some list, either on BAR's or DMV's site I saw that the 1985 Vanagon was exempt from the test, along with a list of additional vehicles. This list may have grown since I last checked it a couple of months ago.
