If this "Temp II" sensor is the one that plugs into a flange on the coolant line, I assume it is technologically very similar to the ones VW used on the Digifant A2 Jettas (I owned a '91) and this sensor would routinely fail every 12 - 24 months and yes I did get some replacements that were bad out of the box. Though in that car the failures were very difficult cold starts and rough running/low power until warm (I think it thought the engine was already warm and it did not provide the cold start enrichment).
