Scirro - carb ? CIS fuel injection .........or perhaps that's only on early California model Scirro's.

I've been shocked to see how 'less evolved' some non-Ca VW models are at times. When I moved from Ca to Washington state, I was shocked to see air cooled vanagons with points ignition ( but electronic fuel injection ) and no cat or oxygen sensor. I was even like 'how can that work?" - lol.
