A "blue" plug that passes electricity??? To the "under the idle stabilizer valve support component"

or my best guess would be: what I see: another blue connector at the other end (same mfg?) shiny metal on the engine block (new installation?) they must be related in vacuum.....

a brand new vacuum gage of meter....>

second guess would be some sort of electrical shock therapy for the ISV with a "just because" button on the dash.
