Have you tried POR-15?

I have my doubts that it is the "permanent" repair they claim it to
be, but have heard good reviews from enough trustworthy sources that
it must be pretty good.

Proper preparation is 90% of the battle I think.  You really have to
get every bit of rust out of the pits or it will just bubble up
through any topcoat, I think.
