Those are not lock plates. They are thrust plates and the distribute the
clamping load from the bolts. Without them, the bolt heads will distort the
metal flange for the boots. You can use hardened washers to repalce them if
the outer diameter will fit. They are not expensive and they are available
so you can get another set.
