Is it really over heating or is the gauge just reading higher than what
you used seeing? For the most part the water works or it doesn't. The
usual failure is the seal or bearings. The engine case may be damaged from
a past water pump failure which will allow the impeller to wear into the
case. This gouge will reduce the water pump performance at low-idle
speeds.
The symptoms you are describing indicate this wear, a thermostat that is
not fully opening, or a radiator that is clogging up or the most common is
the end tank on the radiator is cracked internally. What happens here is
that low the coolant will go in and out of the radiator without actually
traveling through the core. Sometimes you can see the crack through the
hose inlets.
Also make sure the pressure cap is working properly and that the system
does not have any other leaks. When the system is not under pressure it is
possible for the coolant to vaporize at the water pump inlet reducing it's
effectiveness.

It's been a few days...I still can't figure out what's going wrong, so
I've
ordered a new water pump, hoping that that's the problem. I have no record
of the water pump ever being replaced, so at 291,000kms (180,000 miles), a
new one is not a bad idea anyhow :)
Belt's not slipping, but I put a new one on anyway. I also removed the
thermostat, and it's opening fine in boiling water...
Once my knuckles recover from the pump replacement, I'll report more...
