The absolute best tire I have encountered in Vermont without getting into studs are Nokia Hakkepalita RSI. They are severe weather rated, relatively quiet and have that grippy sand type compound in them. They are superior to my studded uglies on my other car except for those few early/ late winter pure ice situations. My 195/65r15's were about $120 each last year and are nearly unstoppable.
