Don,

Not trying to argue here, just learn more.  Can you cite the law so that I can look it up?  So far the one post on this subject that has attempted such documentation only provided a link to a Rubber Manufacturers Association bulletin, which is not law.  I fully agree that the proper way to repair a tire includes both an interior patch and a plug, but have never come across anything that documents a law concerning this.
