My sister has lived in Bend for a couple decades nd commutes 12 miles into town from near Horseshoe Butte - and there is no need for snow tires - mud and snow are fine. If you go up to Bachelor or the mountains to snowshoe, you might benefit from them. You are more likely to encounter ice than snow.
