It takes 3 things to make an engine run. You say they've checked fuel and ignition 3 times, but you never mentioned if they've checked the third thing; compression. How fast does it crank over? Too fast means low or no compression. Was a compression test done of this engine recently? If not you need to do that. A differential compression tester will not only tell you if it has good compression, but the leakdown will also show where the pressure is going, if it is escaping somewhere. Incorrect valve adjustment can cause low compression. Back to basics..............
