For sure. I agree. Likely a missed detail.

If it was a running conversion, I'll bet a wire(s) not hooked up or it's connected to the wrong thing, or ........

..... something isn't plugged in or the wrong thing is plugged in.

i.e. I have an "automatic" wiring harness/ECU. There are two TPS connectors on it. One sends info to the ECU, the other sends info to the Jetta auto tranny computer. I found that only the connector to/from TPS and ECU is needed.
