I would suspect a bad diode or voltage regulator in the alternator.

Subject: Strobe lights on my vanagon--why?


My 90 carat has developed an unwanted feature. When the engine is
running the lights in the car--all of them, dash, tail, headlights,
interior lights--pulse several times a second. It's barely noticeable,
but it's there.


Is this a sign that the alternator is going? The pulsing stays the
same no matter the RPM, as far as I can tell.
