It is important to note that the BAR referee is not the end-all of process. Like Ben said earlier, most (if not all) are independent contractors and they don't want to lose their gigs by taking a chance on passing something they can't be sure is kosher.

If your local referee won't pass your conversion, ask for an appointment with the local BAR head honcho. If you've got your s**t together and know what you're talking about (engine and emissions wise), he'll pass you.

One word of advice when dealing with any government entity.... BE HUMBLE.

YRMV, but I can tell you that the ref (Alameda, CA) that passed my Subie 2.2 conversion would have ended the conversation at "OBDII". There is absolutely NO WAY this guy would have even considered looking at your van if you had an OBDII conversion in there. Spending $5K and rolling the dice is just plain crazy, IMHO.
