From the pictures, I can assure you that this vehicle was not "officially" converted to U.S. specs. Most likely, a back-door import. In other words... it's not legally here.

Without reading the rest of the answers, I would say that is a not a MPH speedometer but a km/h speedometer with MPH added to the bottom of it to make it read MPH so it would pass US import regs - especially with the "500" below that... it is a km/h speedometer.
