I just went and picked up my Radio. It is a refurbished product that I would have assumed it to be used if not for the refurb sticker on the pack. The code was written on the radio with a marker and on a sticker placed on the chassis. There are wear marks on the radio that show previous install and removal. The higher end radio I purchased for my inlaws R32 is a new unit or appears to be. Sealed in a plastic bag inside the box. Even includes some of the OEM paperwork.
