Yep. US makers will not bother if they can't sell in CA. Foreign makers who have a lot of experience selling passenger diesel cars in the rest of the world will not import those into the US if they can't sell them in CA.

Subaru was recently quoted, in regards to their new boxer diesel, that chances of them of selling it in the US were nearly nonexistent unless they could sell it in all 50 states.
