You can but its not a great idea.

As you move the heavy part of the wheel further away from the hub the rotating momentum becomes harder for the brakes to cope with ie you'll notice a decrease in braking performance. And the spokes need to be bigger because of the increased length, so the total wheel weight goes up too, degrading your ride and handling.

But they might look sharp! =)

16" is a pretty good size for the Vanagon.
