US Market vehicles (with a FMVSS sticker ) to Canada:

If we are talking strictly about Vanagons it is a non-issue as all Vanagons are now 15+ years old and they do not fall under the Resistrar of Imported Vehicles people.  Simply show up at the border with title and bill of sale and tell them you bought said van.  They will direct you inside and collect 5% GST, 6.1% import duty, $100 excise tax if there is AC, fill out a Form 1 for you and off you go - 15 minutes tops.  Then it as simple as registering an out of province vehicle when you go to the province for registration, for most it is a safety inspection, VIN inspection and collecting the provincial sales tax.
