Did you measure for voltage at the low beam connectors with the bulbs
still plugged in? If not, the bulbs might still be good. The voltage can
read fine with no load but drop to almost nothing while trying to light
the filaments if the wiring doesn't allow enough current flow due to a
cooked connection along the way.
