There is a bulb in the control panel, the last one I took apart was an '87. You will have to take the levers out first. As I recall there is plastic rivet upper left area and lower right area. If you carefully work those areas you can find where they are. The plastic rivets hold the plate in, the plate will pop out and can be popped back in when you are done. Be gentle when prying the plate off. On the '87 the bulb was odd, I had to get a white adapter to replace the bulb. It looked like this http://www.gowesty.com/ec_view_details.php?id=3587&search_phrase=dash%20lights&start= , I got the adapter from a wrecking yard Vanagon. For all I know your '91 might have them.
