Yes, your credit card bank can reverse it for you. They will ask you
for a written request I think. It will take a few days or a week to
get it done.
But if the email address isn't a valid PayPal account ID PayPal will
not be able to deliver the payment to anyone. It's weird that you were
able to make a payment to a non exist account. I believe the payment
will not go any where and will be rejected by PayPal. You just need to
wait for a few days. Try to call PayPal still. It may solve it for you
faster.
