some of might have lost track of the fact this is an air-cooled vanagon ( I
did ) and forgot that they don't have two separate relays for Main Relay and
Fuel Pump relay.
it's incorporated into one double relay.

not necessarily so.
I swapped a igniter one time, van would not run for anything.
that one white wire going to the ignitor had been pushed back out of the
plug ........that's the wire that singals the ECU that the engine is turning
over.
I believe it had ignition just fine, but since the ECU couldn't tell the
distributor and engine were turning, it wouldn't run.
so just having ignition is not a guarantee that the ECU knows the engine is
turning over.
