You can weld that again and it will break again. Was the worm drive clamp there before the break? If so, that is what is causing it. If not, what is causing that pipe not to move with the engine? My experience with Vanagon exhaust systems is they break when they can move against the movement of the engine. You need something to hold that pipe to the engine so it won't vibrate. I think if you can weld an exhaust clamp to the muffler bracket above the pipe you would prevent it from cracking again.
