If your engine isn't burning all of the fuel properly, it won't matter what fuel you're burning; it won't pass emissions. An emmissions failure for a high level of HC is due to unburned hydrocarbons, which are in any fuel, including ethanol........

BTW, Massachusetts has eliminated the emissions testing on the dyno for all cars older than 1996. Now, my '87 Westy only has to pass safety inspections. I feel bad for my buddy that had to purchase and install a dyno and still hasn't finished paying for it. Now it's no longer required for the MA inspection. He now must purchase a new computer to continue inspecting..........they're only plugging into OBDII for inspections. He'll have to pay to rip out and dispose of the dyno.
