sure man, like you imply, I would go sanding harshly on the outside of brake lines, but any good rust treatment you can do , sure won't hurt. I usually spray cleaned rust spots with 'metal prep' .....the stuff that says 'turns rust to primered metal' ...... then put rust paint over that. That'll last a good while just fine.
