My guess is that some PO got tired of watching it stay on all the
time...or maybe a few of the highly secret stealth LEDs from the B1
program accidentally went to Germany.

As to the dead one, the usual way to fail one is hook it across 12v
to see if it works.  When the red (or whatever) color turns orange
you can be pretty sure it used to work.*

*c.f. the old electronics tech's handy-dandy fuse tester -- Plug into
wall -- insert fuse into socket; pilot light should light -- press
big red button; light should go out (and if you used a big enough
fuse, all the other lights, too...).
