the outside goes downward for 3 reasons........... - lower center of gravity compared to 'outside or hubside upwards'. - you can make it so the tire valve sticks down through a hole in the clamshell, so you can check the pressure. - you can carry stuff in the spare tire if you want ..........if you're careful about what you put in there.
