I can say, from the experience of four different Vanagons, that filled with plain water, the light, on properly working systems, won't blink. That 50/50 ratio tale is just another Vanagon myth.

Turning on the key and waiting for a period of time, does indeed work to tame a blinky light, if the capacitor in the gauge is becoming electrically leaky.
