The fuel pump in my '84 7 passenger is the one that was in it when I got it in 1991. It doesn't whine ... but I routinely replace the fuel filter. The pump in my '85 GL Westy is the one that was in it when I got it in 2002. That one did have a whine when I first got it but replacing the filter cured the noise. I have since put over 50,000 noise free miles on it.

The fuel pump is a vane type pump so trying to blow through it is not the way to go. If you really want to back flush it, remove the inlet and outlet and put the hoses in containers with fuel in the "output" side. Then reverse the electrical leads so that the pump runs backwards for a short time.

Running an old tank very low is likely to foul the fuel filter.
