good going on figuring out your issue there.
the Idle control unit clips onto a black bracket, normally, that mounts it
to the rear of the fender part there.
You should even be able to see two sheet metal screw holes where it used to
be mounted.
If you really want your van to be 'right' or stock............I probably
have a bracket I could sell you.
I don't think there's any harm in letting it dry really well, then trying it
on the van.
The cover should come off I'd think............the circuit board should pull
out of the black plastic housing I'd think- to help it dry out .
I'd put it up high by the ceiling in a very warm dry room for a couple of
weeks - something like that.
then try it on the van again.
