Automatic transmission should upshift from 2nd to 3rd at 4600 rpm at full throttle. If transmission delays the upshift, you may have dirty filter on transmission and/or valve body needs cleaning. A good automatic transmission shop should be able to deal with the problem without undue expense. You likely do not need a rebuilt transmission.
